摘　　要：城市轨道交通中经常出现招标时间紧迫、图纸深度不足、专业众多、数据沉淀不够、工程造价控制方式方法粗放等问题。文章以交易阶段造价控制为研究时点,在工程量清单的模式下,从合约策划入手,为设计优化提供造价咨询建议,合理设置招标控制价,同时不断精进组织、技术等相关措施,切实提高招标效率,并针对城市轨道交通工程投资控制方面提出实施建议;对租地费及其他费、市政用地范围内设施迁改、交通疏解费、穿跨越铁路高速河流配合费等不断细化,突破以“项”包干的方式,促成造价管控精细化,以此解决城市轨道交通交易阶段造价控制中合约策划意识薄弱、合同关系不协调等问题,为城市轨道交通工程精细化造价管控提供参考。In order to solve the problems in urban rail transit,such as urgent bidding time,insufficient drawing depth,numer-ous specialties,insufficient data precipitation,extensive project cost control methods,this paper takes the cost control in the transaction stage as the research time point,starts with contract planning in the mode of bill of quantities,provides cost con-sulting suggestions for design optimization,and reasonably sets the bidding control price,at the same time,continuously re-fine the organization,technology and other relevant measures to effectively improve the bidding efficiency,and put forward implementation suggestions for the investment control of urban rail transit projects,such as continuously refining the land rental fee and other fees,the relocation and reconstruction of facilities within the scope of municipal land,the traffic relief fee,the coordination fee for crossing high-speed rivers of railways,so as to break through the"project"contracting method,pro-mote the refinement of cost control.It is expected to solve the problems such as weak awareness of contract planning and uncoordinated contract relationship in the cost control of urban rail transit transaction stage,so as to provide reference for fine cost control of urban rail transit project.
