摘　　要：在介绍日本环境影响评价(以下简称“环评”)体系的发展历程、项目分类和基本框架的基础上,以日本船桥市垃圾处理焚烧厂的环评为例,详细介绍了从提出项目计划到形成环评最终稿的整个过程,并从制度设计、管理方式和内容设计上分析了日本环评体系的特点。日本分阶段呈递项目进展的环评审查体系,充分发挥专家的作用和以人为本的环评项目内容等特点值得我国环评体系的改革和发展借鉴。The paper mainly introduced development history,project classification and basic framework of Environmental Impact Assessment(EIA)in Japan.In order to make EIA procedure easily understood,the case of the incineration plant project in Funabashi has been laid out.The case was introduced in detail from plan proposal to EIA report accomplishment.The features of the EIA on system design,management and content design in Japan were discussed.The sectional EIA management,experts participation and human oriented evaluationetal could serve as the experiences for the reform and development of China′s environmental impact assessment system.
