摘 要:随着公共服务民主化进程的推进,我国服务购买不能依靠纯粹的行政强制而延续,服务购买必须在社会公众中引发回应和获得支持,从而实现治理的合法性到合理性的转变。依循公众需求的公民需求管理就是服务购买变革的直接回应。重视公民参与价值的理论积淀和公共服务民主化进行的推进,为政府购买服务的需求管理提供了选择逻辑。在服务购买中,政府定位于“精明购买者”,但政府的“有限理性”、将工具理性作为行动的圭臬以及政府信息机制的不完善,使得政府很难做到精明,这就要充分发挥公民作用。公民的复数性和知识结构缺陷导致公民参与陷入难以抉择的境地,为此,需要将需求管理作为一种共同感、作为一种民主责任、作为一种批判思维、作为一种协同行动来有序推进。With the advancement of the democratization of public service,service purchase in China cannot be sustained by pure administrative compulsion.Service purchase must elicit responses and support from the public so as to realize the transformation from legitimacy to rationality of governance.Citizen demand management based on public demand is the direct response of service purchase reform.The theoretical accumulation of the value of citizen participation and the advancement of the democratization of public service provide choice logic for the demand management of government purchasing services.In the process of government procurement of services,the government is positioned as a“smart buyer”,but the government’s limited rationality,taking the instrumental rationality as the criterion of action and the imperfect government information mechanism make it difficult to be smart.It is necessary to give full play to the role of citizens as“power sharers”.The plural nature of citizens and the defects of knowledge structure lead to difficult choices in civic participation.Therefore,demand management needs to be orderly promoted as a sense of common,as a democratic responsibility,as a critical thinking,as a coordinated action.
