摘　　要：流域生态保护补偿机制对我国流域水环境管理、稳定区域用水关系、解决区域用水纠纷具有重要作用。当前流域补偿机制的讨论大多局限于标准、模式等问题,在实践中流域生态保护补偿的困境归根到底在于地方政府间的博弈,即府际政府治理的困难,基于此问题就完善流域生态保护补偿机制提出了一些建议。Watershed ecological protection compensation mechanism is not only beneficial to environment management,but also to stabilize the relationship of watershed water use and balance the interests of watershed water use.At present,the discussion of watershed compensation mechanism is mostly limited to the problems of standards and models.In practice,the dilemma of ecological protection compensation lies in the game between local governments,that is,the difficulty of inter-government governance.Based on this issue,some suggestions for improving the ecological protection compensation mechanism of river basin are put forward.
