摘 要:平台和平台治理并不是一个全新话题,但数字时代互联网平台具有更加鲜明的垄断特性,网络拓扑结构、用户思维、资本意志和市场壁垒等因素是其垄断天性背后的深层次动因。在强调互联网平台带来一定积极作用的同时,还应该看到互联网平台将具有公共属性的数据和关系资源私有化与商业化危及社会运行基础、在资本的挟裹下进行舆论控制等危及国家安全和互联网主权等负面影响。应通过征收数字服务税、完善相关反垄断立法、明晰平台数据的归属权和使用范围、促进数据有序流动和合理获益、从"党管媒体"到"党管数据",以重构平台时代新闻舆论传播格局等手段来加强互联网平台治理。The platform and platform governance are not a new topic,but Internet platforms in the digital age have more distinctive monopoly characteristics.Factors such as network topology,user thinking,capital will and market barriers are the deep-seated motivations behind their monopoly nature.While emphasizing the positive role of Internet platforms,we should also see their negative effects.For example,their privatization and commercialization of data and relationship resources that have public attributes will endanger the foundation of social operation,their public opinion control under the influence of capital will endanger national security and Internet sovereignty.We should collect digital service tax,improve relevant anti-monopoly legislation,clarify the ownership and use scope of platform data,promote the orderly flow and reasonable benefits of data,and change from "the Party manages media" to "the Party manages data",so as to strengthen the governance of the Internet platforms by means of reconstructing the news and public opinion communication pattern in the platform era.
