“三不”一体:清廉中国建设的方针方略和制度安排

摘　　要：党的十八大以来﹐以习近平同志为核心的党中央基于全面把握两个大局的新情况新问题﹑基于具有许多新的历史特点的伟大斗争的新要求新任务﹐对新时代反腐败斗争形势作出新研判﹐确立不敢腐﹑不能腐﹑不想腐(“三不”)一体推进不仅是反腐败斗争的基本方针﹐也是新时代全面从严治党的重要方略。“三不”是一个有机整体﹐有着科学的逻辑关系﹐是治理腐败内因与外因相结合的辩证方法﹑治标与治本相结合的系统方略﹑他律与自律相结合的长效机制。“三不”一体推进﹐是新时代党自我革命﹑防止“变质变色变味”﹑跳出历史周期率﹑打造清廉中国的重要制度安排﹐深刻把握全面从严治党和反腐败斗争趋势与规律﹐引领反腐败斗争不断走向深入。Since the Eighteenth Congress,the Central Committee of the CPC,with Comrade Xi Jinping at its core,has given new judgments on the new anti-corruption struggle in the new era based on fully grasping the new situations and new problems of the two overall situations and based on the new demands and new tasks of the great struggle with many new historical characteristics,and made it clear that taking an integrated measure to keep the officials from daring to,having the chances to or being willing to become corrupt is the policy,principle and strategic goal of governing the Party and combating corruption in the new era.History shows that the essence of corruption is the abuse of power for private gain.Promoting the integrated anti-corruption initiative is an important institutional arrangement for governing the Party and combating corruption in the new era,preventing"degenerating and betrayal",getting past the law of historical cycle and building a clean and honest China.It can not only effectiv ely eradicate the living space and breeding soil of corruption,but also guide the anti-corruption struggle to go deeper.
