摘 要:紧密围绕“低碳”与“生态”两大核心要素构建生态农业评价指标体系,将农业碳排放作为非期望产出指标,建立SUPER SBM模型进行实证分析。研究发现,化肥使用量、农作物总播种面积、燃油机械的使用量是测度生态农业产生碳排放水平最重要的3项因素;目前我国生态农业总体规模大,规模效率相对较高,但综合效率及纯技术效率均处于较低水平,且提高速度缓慢。论文认为,当前真正制约我国生态农业综合发展水平的核心因素并非来自农业规模投入或碳排、碳汇变化,而是目前我国低碳生态农业总体发展理念仍然不够先进,综合生产技术和管理水平不足,总体发展质量仍然不高。这是未来我国生态农业高质量发展亟待解决的问题。The article closely focuses on the two core elements of“low-carbon”and“ecology”to construct an ecoagricultural evaluation index system,and uses the SUPER SBM model for empirical analysis.The study found that the use of chemical fertilizers,the total sown area of crops,and the use of fuel machinery are the three most important factors for measuring the level of carbon emissions from ecological agriculture.At present,the overall scale of China’s ecological agriculture is large,and the scale efficiency is relatively high,but the overall efficiency and pure technical efficiency are at a low level,and the speed of improvement is slow.The article believes that the current core factor that really restricts the comprehensive development of China’s ecological agriculture is not the scale of agricultural investment or changes in carbon emissions and carbon sinks,but the current development concept,comprehensive production technology level and overall development quality of China’s low-carbon ecological agriculture are not high.This is an urgent problem to be solved for the high-quality development of ecological agriculture in China in the future.
