海洋命运共同体理念下的海洋金融中心研究--以渤海湾区第三个金融中心建设为例

摘　　要：21世纪的海洋是全球实现可持续发展的重要战略空间。主要海洋国家开发利用海洋、发展海洋经济的历史经验表明,海洋金融是发展海洋经济的核心动力和新的增长极。党的十八大提出“建设海洋强国”,是我国顺应世界发展潮流、实现中华民族伟大复兴的必然选择。长远看,“一带一路”倡议、自由贸易试验区、“碳达峰碳中和”以及粤港澳大湾区建设等一系列国家战略都是海洋强国战略的重要组成部分。基于习近平总书记提出的海洋命运共同体理念,通过对海洋经济、海洋金融和金融中心理论以及金融中心发展历史的梳理,可发现金融中心形成因素和发展趋势,从而提出国际金融中心3.0概念。同时,通过对近10年国际金融中心的发展分析,可发现全球金融中心出现明显的海洋化趋势。进而借鉴传统“海权思想”和经典金融中心理论,在IPE分析框架下提出:我国应把海洋金融中心建设作为重点,加快新一轮金融中心建设,培育国际金融权力;建议在渤海湾区建设第三个金融中心,打造具有示范意义的海洋金融中心,形成渤海湾区金融枢纽和沿海金融中心带,整体提升海洋金融影响力。The ocean in the 21^(st) century is an important strategic space for achieving global sustainable development.The historical experience of major marine countries in developing and utilizing the oceans and developing marine economy shows that marine finance is the core driving force and new growth pole for developing marine economy.The 18^(th) Party Congress proposed"the building of an ocean power",which is an inevitable choice for China to follow the world development trend and achieve the great national rejuvenation.In the long run,a series of national strategies such as the"Belt and Road"initiative,the pilot free trade zone,the"emission peak and carbon neutrality"and the construction of the Guangdong-Hong Kong-Macao Bay Area are all important parts of the strategy of building a strong ocean country.Based on the concept of the maritime community of shared future proposed by General Secretary Xi Jinping,the concept of IFC 3.0 can be put forward by analyzing the formation factors and development trends of financial centers through the theories of maritime economy,maritime finance and financial center and the history of financial center development.Meanwhile,through the analysis of the development of international financial centers in the past 10 years,it can be found that there is an obvious trend of maritimization of global financial centers.Further,drawing on the traditional"sea power idea"and the classical financial center theory,it is proposed under the framework of IPE analysis that China should focus on the construction of marine financial centers,accelerate the construction of a new round of financial centers and cultivate international financial power;it is suggested that a third financial center should be built in the Bohai Bay region to create a marine financial center with exemplary significance so as to form a financial hub in the Bohai Bay area and a coastal financial center belt,and to enhance the overall influence of marine finance.
