摘　　要：本文以北京仲裁委员会/北京国际仲裁中心(以下简称北仲)先后于2019年9月1日、2021年7月1日发布实施的《北京仲裁委员会仲裁规则》《关于采用小时费率计收仲裁员报酬的操作指引》为依据,针对北仲就仲裁案件收费制度改革中关于仲裁案件采用小时费率计收仲裁员报酬的实务问题,在讨论仲裁服务的合同关系基础上,从当事人、仲裁员及仲裁机构等不同视角提出了分析意见和相关建议。Based on the Arbitration Rules of Beijing Arbitration Commission/Beijing International Arbitration Center(BAC/BIAC)effective as of 1 September 2019 and Guide to Practice for Arbitration with Arbitrator’s Fees Calculated Based on Hourly Rate Effective as of 1 July 2021,with respect to the practical issues of arbitrations with arbitrator’s fees calculated based on hourly rate included in the reform conducted by BAC/BIAC,this paper discusses relevant analysis and proposes corresponding suggestions from different angle of the parties,arbitrator as well as arbitration institution after analyzing the contractual relationship relating to arbitration services.
