技术嵌入与系统容灾:提升组织应急管理能力的一种现代化机制

摘　　要：技术能够提高城市应急管理能力已成为学界共识,但对“技术如何提高应急管理能力”的微观理论解释尚未引起学界的足够重视。借助政治系统理论,对救援主体应急救援失灵与技术化重建进行研究发现:容灾系统的建立有助于缓解应援物资处置的输入、处置和输出环节的系统压力,并可通过外源性技术嵌入与组织吸纳技术再造应急救援的信息结构和优化应援物资处置的工作结构,在短时间内提升救援主体的应急救援能力。因此,容灾系统本质上是一种以现代技术为载体,在不同的部门或主体之间建立两套或多套功能相同的应急管理体系和服务供应机制,以提高应急管理体系和能力为目标的应急管理服务备份技术。这种技术实践可为探索应急管理体制机制创新和政府应急治理转型提供技术支撑。Improing urban emergency management capability by technology has become a consensus in academic community,but the micro theoretical explanation of"how technology can improve urban emergency management capability"has not attracted enough attention.With the help of political system theory,this paper studies the emergency rescue failure and technical reconstruction of rescue subjects,and finds that the establishment of disaster recovery system helps to alleviate the system pressure in the input,disposal and output links of aid material disposal,rebuild the information structure of emergency rescue and optimize the working structure of aid material disposal though exogenous technology embedding and organizational absorption technology,and improve the emergency rescue ability of the rescue subject in a short time.Therefore,the disaster recovery system is essentially an emergency management service preparation technology with modern technology as the carrier and establishing two or more sets of emergency management systems and service supply mechanisms with the same function between different departments or subjects,so as to improve the emergency management system and ability.This technical practice provides technical support for exploring the innovation of emergency management system and mechanism and the transformation of government emergency governance.
