摘　　要：目的为医院建立一套科学的应急物资供应商评价指标体系,以保障突发公共卫生事件下,医院应急物资供应。方法从适价、适质、适时、适量、适地、适应急6个维度设计调查问卷,建立应急物资供应商选择层次结构模型。运用层次分析法,对判断矩阵进行分析。对建立指标体系前后应急物资供应商供应情况进行数据分析。结果构建了由6个一级指标,18个二级指标的组成的评价体系。一级指标中数量指标所占权重最高,为0.311。二级指标中,权重占比最高的前三项指标分别为日产能(0.244)、历史应急供应情况(0.155)、本地市场占有率(0.103)。评价后应急物资价格由高于市场均价降为低于市场均价。送货准确率由97.42%提高至100%;送货时效也由2.42 d缩减至1.42 d;订单响应时间由评价前的30 min减少至15 min以内;服务响应时间由评价前的2.4 d减少至1.2 d。结论层次分析法能够为应急物资供应商评价指标建立提供决策的科学依据。为突发公共卫生事件下医院选择合适的应急物资供应商提供参考,同时对应急物资供应商进行正面引导,形成良性机制。Objective To ensure the supply of hospital emergency materials under public health emergencies,a set of scientific evaluation index system for emergency supplies suppliers was established.Methods The questionnaire was designed from six dimensions:right price,right quality,right time,right amount,right place and right emergency.The hierarchical structure model for emergency material supplier selection was established.The analytic hierarchy process(AHP)was used to analyze the judgment matrix.And analyze the supply of emergency material suppliers before and after the establishment of the index system.Results An evaluation system composed of 6 first-level indicators and 18 secondary indicators was constructed.Among the first-level indicators,the weight of quantitative indicators was the highest,which is 0.311.Among the secondary indicators,the top three indicators with the highest weight are daily capacity(0.244),historical emergency supply(0.155),and local market share(0.103).After evaluation,the price of emergency materials was reduced from higher than the average market price to lower than the average market price.Delivery accuracy was increased from 97.42%to 100%;and the delivery time was reduced from 2.42 d to 1.42 d;the order response time was reduced from 30 min to less than 15 min;the service response time was reduced from 2.4 d to 1.2 d.Conclusion The AHP can provide a scientific basis for decision-making for the establishment of evaluation indicators of emergency supplies suppliers.It provides a reference for hospitals to select appropriate emergency material suppliers in case of public health emergencies.At the same time,it provides positive guidance to emergency material suppliers to form a benign mechanism.
