国土空间规划背景下文物保护区划勘定策略

摘　　要：在国土空间治理的背景下,以及国土空间规划"一张图"建设之际,勘定现行文物保护区划刻不容缓。本文通过实地调研山东省226处全国重点文物保护单位的保护区划,评估保护区划对文物本体的保护效用及与周边空间的协调情况,分析现行文物保护区划存在的问题,包括对文物本体界定不准确导致保护区划过大或过小、保护区划管理规定的地位被忽视、划定缺乏协调性、表达方式混乱等。针对实际情况与现存问题,本文提出了对现行文物保护区划的勘定策略,包括多元主体参与的动态维护机制、更具实用性的保护区划管理导则、因地制宜地划定三维保护区划、规范标准表达等,以求实现文物保护空间在国土空间规划"一张图"中的精准落位,进而实现对文物空间的有效管控。Under the background of national space governance and the construction of"one map"of national space,it is of great urgency to survey the existing cultural relic protection zoning.The paper conducted field investigations on the protection zones of 226 national key cultural relics protection units in Shandong,comprehensively evaluated the protection effectiveness of the protection zoning on the main body of cultural relics and the coordination with the surrounding environment,and analyzed the existing problems of the current cultural relic protection zoning,including the inaccurate definition of the cultural relics,which leads to the protection area being too large or too small,and the status of the protection zoning management regulations being ignored,lack of coordination in delineation,confusion of expression,and so on.In view of the actual conditions and the existing problems,a strategy for determining the current cultural relics protection zoning was proposed:multi-subject involved dynamic maintenance system,adoption of more practical conservation zoning management guidelines,site-specific conservation zoning in three dimension,more standardized expressions,etc.,in order to realize the accurate positioning of"one map"in the national space,to realize the effective control of cultural relic space,and to finally achieve the accurate management and control of relic space.
