网络舆情视角下传染病公共卫生事件中危机领导力研究

摘　　要：危机领导力是公共危机管理体系高效运转的重要保障。网络媒体时代,公共危机的演变具有更高的动态性,特别是传染病公共卫生事件的高度不确定性及处理技术的复杂性对危机领导力提出了更高的要求。立足危机四阶段理论,不同阶段下网络舆情和危机领导力具有不同的阶段特征。危机状态下,领导的有限理性是科学、高效领导行为的现实制约因素。因此,要根据传染病公共卫生事件的发展特征,在培养领导责任担当品格的基础上,不断提高防范预警力、决策部署力、联防联控力和恢复学习力。Crisis leadership is an important guarantee for the efficient operation of the public emergency management system.In the era of internet media,the evolution of public crisis is more dynamic.Particularly,the uncertainty and complexity of public health emergencies of infectious diseases pose higher requirements for crisis leadership.Based on the four-stage theory of crisis,internet public opinion and crisis leadership have different characteristics in different stages.Under the state of crisis,the limited rationality of leadership is the realistic dilemma of scientific and efficient leadership behavior.According to the development characteristics of public contingency of infectious diseases,we should strengthen the spirit and charm of leadership responsibility.At the same time,we should constantly improve the ability of early warning,decision-making and arranging,joint prevention and control,and recovering and learning.
