摘  要:科技创新是国民经济发展的重要支撑,是增强经济竞争力的关键,打造科技创新前沿为促进经济转型升级、助推新时代辽宁省振兴发展提供了先决条件。当前,辽宁省经济结构日趋完善、科技创新资源较为丰富、科技创新平台不断涌现、整体科技创新能力不断提升,但在创新要素投入、创新产出成效、创新支撑能力、创新创业环境方面仍存在短板。对此,辽宁省应以科技创新为驱动,从体制机制、科技创新资源、平台建设、产业创新、发展环境着手,激发新产业、新动能、新增长,积极打造科技创新前沿,助力辽宁省振兴发展大计。Science and technology innovation is an important support for national economic development and the key to enhance economic competitiveness.Building a frontier of science and technology innovation provides a prerequisite for promoting economic transformation and upgrading and boosting the revitalization of Liaoning.At present,the economic structure of Liaoning is becoming more and more perfect.The science and technology and innovation resources are relatively rich.The science and technology and innovation platforms are constantly emerging.And the S&T and innovation ability is constantly improving.However,there are still shortcomings in the aspects of innovation factor input,innovation output effect,innovation supporting ability,and innovation and entrepreneurship environment.Government should take the S&T and innovation as the driving and focus on these aspects:S&T and innovation system,resources,platform construction,the industrial innovation,the development environment.These efforts will stimulate new industries,new drivers and new growth,plan the revitalization,and write a new chapter in the new era.
