面向标准规范的室外气象参数更新需求研究

摘　　要：为有效响应当今室外气象参数统计范围和方法不断进步和更新的背景,对现行建筑热工、暖通空调、建筑节能设计标准规范中涉及室外气象参数的条文进行收集整理,在此基础上,面向标准规范更新需求展开调研,充分了解现行室外计算参数相关条文的全面性、合理性、便捷性及时效性;从技术成熟度、推广应用前景、与同领域现有标准的协调性等角度出发,形成以成熟性、先进性、协调性、适用性、通用性、底限性、便捷性等七大指标为主的科技成果转化为技术标准的判定体系;研究科学评判室外计算参数更新方案的相关研究成果,分析成果转化为标准的可行性,最终根据标准编写的通用性要求,形成了建议修订条文的修订稿。In order to effectively respond to the background that the statistical scope and methods of outdoor meteorological parameters are constantly being improved and updated,the research first collects and organizes the provisions related to outdoor meteorological parameters in the current building thermal,HVAC,and building energy-saving design standards.On this basis,it conducts investigations for the update requirements of the standards and specifications,and fully understand the comprehensiveness,rationality,convenience and timeliness of the relevant provisions of the current outdoor calculation parameters;the research starts from the perspectives of technology maturity,promotion and application prospects,and coordination with existing standards in the same field forming a judgment system for transforming scientific and technological achievements into technical standards based on seven indicators of maturity,advancement,coordination,applicability,versatility,bottom line,and convenience.The relevant research results of the scientific evaluation of the outdoor calculation parameter update plan were studied,and the feasibility of the results transformed into the standard was analyzed.According to the general requirements of the standard compilation,a revised draft of the proposed amendments was formed.
