摘　　要：[目的/意义]大数据时代的来临改变了科技情报的数据来源与应用架构,循证决策成为科技数据资源建设与应用的理论基础之一。通过分析SciREX计划,为支撑循证决策的科技情报数据资源建设与应用提供借鉴。[方法/过程]介绍SciREX计划的基本情况、数据资源建设过程和支撑决策过程。[结果/结论]SciREX计划的特点包括以服务国家政策制定为导向、数据来源多元广泛且加工处理细致和重视数据资源之间的协同关联分析。SciREX计划数据资源建设与应用带来的启示为:政策目标导向和循证决策理念是数据资源建设的理论基础、数据搜集能力和共享机制是其建设保障,大规模数据集成分析是其未来应用方向。[Purpose/significance]The coming of big data era has changed the data source and application framework of S&T intelligence.The concept of evidence-based policymaking has become one of the theoretical foundations of construction and application of S&T intelligence data resources.Through the analysis of the Japan SciREX program,it provides references for constructing and applying S&T intelligence data resources supporting evidence-based policymaking.[Method/process]This paper introduced the basic situation,data resource construction process and supporting policymaking process of the SciREX program.[Result/conclusion]The characteristics of SciREX program include national policy-making oriented,multiply data sources with meticulous processing,as well as emphasis on collaborative association analysis of multiple data sources.The inspiration from the construction and application of SciREX data resources are as follows.The policy goal-oriented and evidence-based decision-making concept is the theoretical basis for the construction of data resources;the data collection capability and sharing mechanism is the guarantee for its construction;the large-scale data integration and analysis is the direction of its future application.
