摘  要:光伏发电具有资源丰富、清洁、低碳、环保等特点,在我国“十四五”规划中提出要扩大光伏发电的规模。目前,我国的太阳能光伏电站项目主要集中在地表太阳能光伏项目,由于分散的太阳能需要占用大量的土地资源,因此主要分布在新疆、甘肃等西北戈壁地区。尽管这些地区太阳能资源丰富,但当地电力需求严重不足,电网远距离输电困难。由于南方地区经济发达,需要应对气候变化,电力系统的装机容量无法满足人们的日常生活需求,可用于地面光伏发展的土地资源非常有限,因此,电力供需平衡已成为一个紧迫的问题。水基光伏发电站的出现为解决这种矛盾带来了新的机遇。采用犹豫模糊语言术语集(HFLTS)收集信息,用最优和最差方法(BMW)确定指标的权重,通过模型和综合评价,得出浮动光伏电站的总体投资风险较低。Photovoltaic power generation has the characteristics of rich resources,clean,low carbon and environmental protection,which is proposed to expand the scale of photovoltaic power generation in the 14th Five-Year Plan of China.At present,China’s solar photovoltaic power station projects are mainly concentrated on the surface solar photovoltaic projects.Because the scattered solar energy needs to occupy a large amount of land resources,it is mainly distributed in Xinjiang,Gansu and other northwest Gobi regions.Despite the abundant solar resources in these areas,local power demand is severely inadequate and power grid transmission is difficult.Due to the developed economy in the south,the need to deal with climate change,the installed capacity of the power system cannot meet people’s daily life needs,and the land resources available for ground photovoltaic development are very limited.Therefore,the balance of power supply and demand has become an urgent problem.Fortunately,the emergence of water-based photovoltaic power plants has brought new opportunities to resolve this contradiction.In this paper,information is collected using hesitation and fuzzy language term set(hflts),determines the index with the optimal and worst method(bmw),and yields low overall investment risk of floating photovoltaic power stations.
