摘　　要：针对国土空间基础信息平台建设过程中所面临的服务共享管理等方面的问题,结合国内外相关技术研究分析现状,以多源头汇聚,分权限管理,分层级共享为目标,遵循物理分散,逻辑集中、分责管理、统一服务的数据联邦管理机制,探索了多层级用户及权限统筹管理方法,研发了分层分级数据服务转发控制技术,创新了数据服务共享全流程安全监控技术,依托自然资源数据服务门户系统,验证统一用户管理、服务的分层分级管理以及服务资源使用过程的安全管理在实际应用中的效果,实现了数据资源"人人为我、我为人人"的双向共享交换,满足了省市县各级部门对自然资源数据的共享需求。In view of the service sharing management faced with the problem of the construction of land and space basic information platform,combined with the analysis of the current situation of relevant technical research at home and abroad,aiming at multi-source aggregation,sub authority management and hierarchical sharing,and following the data federation management mechanism of physical decentralization,logical centralization,sub responsibility management and unified service.It has explored the method of multi-level user and authority overall management,and developed the controling technology of hierarchical data service forwarding.It innovated the whole process security monitoring technology of data service sharing,verified the technical effectiveness by using the application practice of natural resource data service portal system,and provided support for natural resource management and land and space governance through the data aggregation and sharing service capability of the platform.It realizes the data resources sharing and exchanging,and satisfies the requirement of natural resource data sharing in all levels of natural resource management departments.
