县级第三次国土调查关键技术方法研究

摘　　要：第三次国土调查的主要目标是全面细化和完善全国土地利用基础数据,掌握翔实准确的全国国土利用现状和自然资源变化情况,从而实现成果信息化管理与共享,满足生态文明建设、空间规划编制、自然资源管理体制改革等各项工作的需要。以江苏省某县第三次国土调查工作为例,从权属调查、土地利用现状调查、专项调查等主要调查内容出发,对调查的路线和关键技术方法进行拓展研究,同时针对调查过程中的具体问题进行分析,并提出技术解决方案,形成了一套流程化的国土调查技术路线,极大地提高了调查的效率和准确度,为县级第三次国土调查工作任务的有序推进提供技术支撑。The main goal of the third national land survey is to comprehensively refine and improve the basic data of national land use,which is also to master the detailed and accurate national land use status and changes of natural resources.Through the project,information management and sharing of achievements will be realized to meet the needs of ecological civilization construction,spatial planning and natural resource management system reform.Taking the third national land survey of a county in Jiangsu province as an example,this paper starts from the main investigation contents such as ownership survey,land use status survey and special survey,which expands the research on the investigation route and key technology methods,meanwhile,it puts forward solutions to specific problems in the survey process.Through the research,we have formed a set of technological route of land survey,which greatly improves the efficiency and accuracy of the survey to promote the third national land survey at county level.
