互惠共生:村干部领办型合作社的成长模式——以山东省南小王合作社为例

摘　　要：村干部领办型合作社能够充分发挥村干部双重身份的优势作用,实现合作社与村集体的资源互补及利益加成,提升治理水平与效率,是合作社成长发展的有效路径之一。文章基于共生理论,从村干部领办型合作社与政府、村集体、农户、农业企业互惠共生的视角,解析其成长模式,并以山东省南小王合作社为例进行了案例验证。研究发现,在政府的支持引导下,村干部领办型合作社通过信任、互惠等共生动力机制实现了各农村经济主体间的利益共生,有效缓解了合作社发展中农户参与意愿不高、治理规范性差、凝聚力低等问题,促进了农户增收及村集体经济发展,助力乡村振兴战略实施。Cooperatives led by village officials can play a prominent part of the dual roles of village officials.As an effective way for cooperatives to grow and develop,cooperatives realize resource complementarity and benefit increment between cooperatives and village collectives and improve governance.Based on the symbiosis theory,this paper analyzes the growth mechanism of cooperatives led by village officials from the perspective of mutualistic symbiosis between cooperatives,village collectives,the government,farmer households and agricultural enterprises and takes the Nanxiaowang Cooperative as an example to verify the case.It is found that under the support and guidance of the government,cooperatives led by village officials realized the symbiosis of interests among rural economic entities through trust and reciprocity mechanisms,which effectively alleviated the problems of poor participation willingness of farmer households,poor governance standardization and low cohesion in the development of cooperatives.It also promoted the increase of household income and the development of village collective enterprises,and helped the implementation of the rural revitalization strategy.
