摘　　要：公共图书馆地方立法有利于解决地方公共图书馆事业发展中的实际问题,为地方公共图书馆事业发展提供法律保障和科学指引。回顾佛山市联合图书馆的发展历程,归纳经验、总结问题,以此分析《佛山市公共图书馆管理办法》对于佛山市联合图书馆体系发展的重要意义,一是固化体系发展的优势经验,二是解决体系发展过程中的实际问题,从而推动联合图书馆体系可持续、高质量发展。The local legislation of public library is conductive to solve the practical problems in the development of local public libraries,and provides legal guarantee and scientific guidance.Reviewing the development of Foshan United Library and summarizing the experience,it analyzes the significance of Measures of Foshan City on the Management of Public Libraries for the development of Foshan United Library.It strengthens the advantageous experiences of system development,and solved practical problems to promote the sustainable and high-quality development of Foshan United Library.
