摘  要:为消除和降低海外核电工程调试作业因语言及沟通障碍、作业人员安全意识参差不齐等方面带来的安全风险,在常规的上锁挂牌、两票三制等管理制度的基础上,基于古代虎符思想,结合二进制编码的唯一性和易辨识性,创新性地开发和应用一项更可靠、更有效的辅助手段——“调试虎符牌”;调试虎符牌在K-2/K-3项目的创新应用,取得自开工以来无重伤及以上生产安全事故2700多天的良好绩效。结果表明:调试虎符牌的应用能够显著提升调试作业的本质安全。调试虎符牌在海外核电工程调试作业中的创新应用能为国内外其他电力项目提供经验借鉴。In order to eliminate and reduce the safety risks caused by language and communication barriers,and poor safety awareness of operators in the commissioning operation of overseas nuclear power projects,the lockout&tagout,two-permits&three-rules and other management systems were used to implement generally.In this paper,a more reliable and effective auxiliary means,Commissioning Tiger Sign(CTS),which was based on the idea of the ancient tiger sign and combined with the uniqueness and identifiability of the binary code,was innovatively developed and applied.The innovation and application of CTS in K-2/K-3 project make the project acquire a perfect performance that it has not been subject to serious injury or higher-grade accidents for more than 2700 days since the project started to construct.The results show that the application of CTS can obviously enhance the intrinsic safety of commissioning operations.The innovation and application of CTS in commissioning operations of overseas nuclear power projects can provide experience and reference for other domestic and overseas power projects.
