国家高新区能否推动都市圈的创新发展——基于31个都市圈的实证研究

摘　　要：国家高新区在区域创新中扮演重要角色,对都市圈创新协同发展发挥关键作用。本文针对此命题展开研究,以双重差分法对31个都市圈的城市面板数据进行实证分析。结果显示,国家高新区的成立能推动都市圈整体创新水平提升,城市科技服务业的发展有助于强化这一过程,在高新区推动都市圈创新过程中发挥正向调节作用,但城市管理体制活力的调节作用相对不明显。进一步分析发现存在明显的“中心-非中心”城市异质性,高新区对中心城市的创新具有一定负向作用,但对非中心城市的创新具有显著正向作用;高新区设立对中部都市圈创新具有显著积极影响,但对东西部都市圈创新的正向作用不足。据此提出加快国家高新区建设、进行城市管理体制改革、壮大科技服务业规模等政策建议。National high-tech zones play an important role in regional innovation,and play a key role in the coordinated development of metropolitan innovation.Based on this proposition,this paper conducts an empirical analysis on the urban panel data of 31 metropolitan areas in China by using difference-in-differences.The results show that the establishment of China s national high-tech zone can promote the overall innovation level of metropolitan area.The development of urban science and technology service industry help to strengthen this process,and it plays a positive regulatory role in the process of promoting the innovation of metropolitan area.However,the regulatory role of the vitality of urban management system is relatively not obvious.Further analysis finds that there is obvious“central-noncentral”city heterogeneity.High-tech Zone has a negative effect on the innovation of central city,but has a significant positive effect on innovation of noncentral city.The establishment of high-tech zone has a significant positive impact on innovation of midlands metropolitan area.However,the positive effect on the innovation of the eastern and western metropolitan areas is insufficient.Accordingly,the paper puts forward some policy suggestions,such as accelerating the construction of national high-tech zone,carrying out the reform of urban management system,and expanding the scale of science and technology service industry.
