试论西欧社会保险制度的历史渊源及其现实启示

摘　　要：社会保险制度是现代社会保障制度的核心内容,西欧则是社会保险制度的发源地。西欧之所以能够成为社会保险制度的发源地,不仅与其具有悠久的互助传统有关,也与其具有悠久的商业保险发展历史有关,更与其互助保险的历史发展直接相关。西欧社会长期广泛存在的互助传统为社会保险制度的出现深植了"互助共济"的文化与意识;西欧历史发展悠久的商业保险为社会保险制度的出现准备了"大数法则"的原理与内在机制;而进入工业社会以后,西欧普遍发展起来的互助保险则为社会保险制度的出现提供了实践经验与直接范例。The social insurance system is the core content of the modern social security system. Western Europe is the birthplace of the social insurance system. This is not only related to the long tradition of mutual assistance in Western Europe, but also to the development of commercial insurance in Western Europe, and also directly related to the historical development of mutual insurance in Western Europe. The long period of historical tradition of mutual assistance has deeply planted the culture and consciousness of "mutual assistance" for the emergence of social insurance system in Western Europe. The long period of historical development of the commercial insurance has prepared the principle and inner mechanism of "large number law" for the emergence of social insurance system in Western Europe. After the industrial revolution, the mutual insurance in the whole Western Europe provides practical experierce and direct examples for the emergence of the social insurance system.
