公立医院治理的基本经验与启示

摘　　要：建国以来,公立医院治理经历了以政府为单一治理主体的阶段、公立医院作为治理主体参与治理的阶段和推进公立医院治理现代化阶段。公立医院治理过程中,积累了丰富经验。其基本经验包括坚持党对公立医院治理的领导;把人民的医疗服务需求放在首位;坚持公立医院公益性方向;注重医德医风建设;注重改革试点和经验总结。这些经验对新时代更好地推进公立医院治理现代化具有重要启示。Public hospital governance has experienced three stages in the past 70 years.They are the stage of taking the government as the single governance subject,the stage of the public hospital as the governance subject participating in the governance and the stage of promoting the modernization of public hospital governance.Rich experience has been acquired in the process of public hospital management,which includes adhering to the leadership of the Communist Party of China over the governance of public hospitals,putting the people’s medical service needs in the first place,adhering to the public welfare of public hospitals,strengthening the construction of medical ethics and placing great emphasis on the reform pilot and experience summary.All the experience provides important inspiration on promoting the modernization of public hospital governance in the new era.
