乡村振兴战略实施导向下的嘉峪关市市域乡村建设规划探析

摘　　要：当前,我国全面推进乡村振兴战略的实施,村庄规划是实施乡村振兴战略的前提要求,但传统村庄规划对乡村建设的指导作用往往存在一定局限。市域乡村建设规划作为城市总体规划的重要组成部分,在宏观层次具有体系性与协调性,有助于加强城乡规划衔接,在微观层次具有功能性与导控性,有助于提高村庄规划能效,是实施乡村振兴战略的顶层设计,是村庄规划的总遵循。文章从乡村振兴战略的总要求出发,以《嘉峪关市市域乡村建设规划暨乡村振兴战略实施规划(2017-2030年)》为例,在分析嘉峪关市市域乡村发展的优势与劣势条件的基础上,从观念、理念、策略三大方面转变乡村建设模式,并从分区分类、规划引导和建设指引3个方面探索嘉峪关市市域乡村建设的主要思路与具体路径,以期为其他地区的乡村振兴规划提供参考。Rural plan is the precondition of The Rural Revitalization Strategy,but the traditional rural plan has some limitations in the rural construction.As the important part of urban master plan,rural plan will enhance the link between urban plan and rural plan in the macro-level,and improve the planning efficiency in micro-level.Based on the requirement of The Rural Revitalization Strategy,the paper takes the rural planning of Jiayuguan(2017-2030)as an example,analyzes the advantages and disadvantages of rural development,transforms the development model from viewpoint,idea,and strategy sides,introduces the the main idea and practice of zoning and classification,planning guidance,and constructing guidance of Jiayuguan,provides some reference for other regions.
