摘 要:通过总结近年来美国、日本在推动基础研究上的一些经验做法和创新举措,得出稳定资助能让研究人员愿意投身基础研究事业、建世界顶级的基础研究机构引领创新等启示,最后提出理性看待与加强基础研究投入数量和强度、重点培育引领基础研究的战略科技力量、项目资助上可采取“双轮”驱动方式等对策建议,为我国更好地开展基础研究提供参考。By summarizing some empirical practices and innovative measures in promoting basic research in the United States and Japan in recent years,this paper draws some enlightenments,such as stable funding enables researchers to devote themselves to basic research,build the worlds top basic research institutions to lead innovation and so on.Finally,the paper puts forward some countermeasures and suggestions,such as rationally treating and strengthening the quantity and intensity of basic research investment,focusing on cultivating strategic scientific and technological forces leading basic research,and adopting“two-wheel”driving mode in project financing,so as to provide reference for China to better carry out basic research.
