摘　　要：国土空间基础信息平台建设与应用能够最大限度地挖掘国土空间数据资源潜力,有效监管国土空间开发利用活动,提升政府管理决策水平。本文以广东省为例,分析了自然资源业务工作特点,确定了省级国土空间基础信息平台的建设目标与技术路线。基于地理空间信息、数据管理技术、融合计算技术、工作流引擎、规则引擎和可视化技术,设计并实现了省级国土空间基础信息平台以及基于平台建设的地政管理、矿政管理、海域使用管理及测绘地理信息管理等多个跨层级使用的信息系统。通过全省推广使用该平台及土地、矿产、海洋、测绘地理信息等政务管理系统,进一步提升了自然资源信息化管理水平和数据汇聚共享能力。The construction and application of national land space basic information platform can maximize the potential of national land space data resources,effectively supervise national land space development and utilization activities,and improve the level of government management and decision-making.Taking Guangdong province as an example,this paper analyzes the characteristics of natural resources management work,decides the construction goal and technology route of the platform.The platform is designed and implemented based on geographic information,data management technology,fusion computing technology,workflow engine,rule engine and visualization technology,and the multi-level information systems are designed and built,including land management,mineral resources management,sea area use management and mapping management systems based on the platform.Through the promotion use in Guangdong province,the platform raises the level of information management and improves the ability of data collection and sharing for natural resources management.
