青海藏区乡镇政权建设与地方治理路径选择研究

摘　　要：推进乡镇政权建设与地方治理进程对于青海藏区的开发建设,维护全国藏区的稳定发展意义重大。青海藏区乡镇政权建设与地方治理有其生存条件、经济发展、政治制度、法制建设、宗教文化等方面的特殊性。优化青海藏区乡镇政权建设与地方治理的路径必须优化乡镇政权组织结构,加快转变经济发展方式,强化正式制度治理效能,加强青海藏区法制建设,不断提升寺院管理水平,正确落实宗教文化政策。Promoting the process of Township Political Power Construction and local governance is of great significance for the development and construction of Tibetan areas in Qinghai and maintaining the stable development of Tibetan areas in China.The construction of township political power and local governance in Tibetan areas of Qinghai have their particularity in terms of living conditions,economic development,political system,legal system construction,religious culture and so on.To optimize the path of Township Political Power Construction and local governance in Tibetan areas of Qinghai,we must optimize the organizational structure of township political power,accelerate the transformation of economic development mode,strengthen the governance efficiency of formal system,strengthen the legal construction in Tibetan areas of Qinghai,constantly improve the management level of monasteries,and correctly implement religious and cultural policies.
