旅游景区应该免费开放吗?——基于价格机制的经济调节功能分析

摘　　要：随着社会经济的发展和由于生产生活方式带来的余暇增多,旅游越来越普及化成为人们生活的一部分。与此同时,景区门票作为旅游景区收入的主要来源,其定价高低绝不是旅游供给部门单方面的事,而是直接影响到旅游者的福利。此背景下,有人呼吁旅游景区特别是公有旅游景区免票费开放,原因在于在全域旅游时代,旅游收入不应该仅在于门票,而应该“放水养鱼”,考虑吃、住、行、游、购、娱诸环节的综合收入。在诉求景区免费开放的同时,诸多景区还存在着门票涨价的趋势。为此,本研究以经济学理论特别是价格机制理论为基础,以旅游产业健康发展为目标,以旅游资源的有效利用和可持续发展为分析的依据,研究认为,旅游景区不应该取消门票,也不应该无端涨价,而是要发挥价格调节作用,协调不同经济层次旅游者差异化需求偏好,平抑旅游旺季与淡季客流量,从而使旅游业在生态约束范围内得到可持续发展。With the development of social economy and the increase of leisure time brought by the way of life,tourism is becoming more and more popular as a part of people’s life.At the same time,as the main source of income of scenic spots,the price of tickets is not a unilateral matter of the tourism supply department,but directly affects the welfare of tourists.In this context,some people call for free admission of tourist attractions,especially public tourist attractions.The reason is that in the era of region-wide tourism,tourism income should not only depend on tickets,but should"let water feed fish",considering the comprehensive income of food,accommodation,travel,travel,shopping and entertainment.In the appeal of free scenic spots open at the same time,many scenic spots also exist the trend of ticket prices.Therefore,this study is based on economic theory especially the theory of price mechanism,to healthy development of the tourism industry as the goal,to the effective utilization and sustainable development of tourism resources as the basis of analysis,research thinks,tickets for scenic spots should not be cancelled,and should not be irrational price increases,but to give play to the role of price regulation,coordination of different economic levels of tourists differentiation demand preference,In order to achieve sustainable development of tourism within the scope of ecological constraints,the tourist flow in peak season and low season should be suppressed.
