摘　　要：对我国已交付的委内瑞拉遥感卫星一号等整星出口遥感卫星进行了回顾,描述了各个卫星项目的特点,分析了出口遥感卫星在星地一体化在轨交付、履约文件、用户监造、安全保密、长期在轨运行支持等方面的共性特征,总结了我国在出口遥感卫星研制中技术流程、产保体系、文件标准体系、对外培训和资源保障能力、在轨管理能力等方面的收获。在此基础上,分析了我国整星出口遥感卫星发展趋势,提出了用户参与度分级的定义,认为不断提高卫星技术和服务能力,为用户发掘遥感卫星效益与价值,提高项目的用户参与度,有助于进一步争取更多的项目,扩大市场份额。China exported remote sensing satellites such as VRSS-1 satellite are summarized and their common features are analyzed,including on-orbit key delivery,contract data requirements,customer monitoring,confidentiality requirements and satellite on-orbit operation support.The experience is summarized in different aspects,such as development flow,product assurance system,documentation system,customer training and resource guarantee ability,and long-term on-orbit support.On this basis,the future developing trend is analyzed,as well as the definition of degree of customer participation is given.It is also concluded that strengthening the technical and service capacity,exploring more value from remote sensing satellite,and raising the degree of customer participation in order are beneficial to more satellite projects and larger market shares.
