摘　　要：本文基于对改革开放以来我国农民生活的主要变化特征及面临挑战的分析,阐述立足新阶段,应对发展新挑战,实施《乡村振兴促进法》意义重大,迫切需要《乡村振兴促进法》落地见效。针对城乡、区域存在的不平衡、不充分发展问题,聚焦农民生活富裕目标,在《乡村振兴促进法》框架下提出实现农民生活富裕的主要路径,以构建生活富裕理论指导体系为支撑,确保乡村振兴促进法贯彻有的放矢;以高质量发展为导向,提高农业全产业链竞争力;以农业科技创新和绿色生产为手段,促进农民多渠道就业增收;以城乡融合为价值尺度,实现基本公共服务均等化;兼顾公平与效率,建立相对贫困治理的长效机制,最终实现农民生活富裕。Based on the analysis of main changes in the lives of rural residents in our country and challenges faced by them since the reform and opening up, this article explains that it’s urgent and significant to implement the Law on the Promotion of Rural Vitalization to deal with emerging development challenges in the new era.Concerning the disparate and inadequate development between urban and rural area s and within regions, it mainly focuses on the goal of achieving a prosperous life for farmers and propose a main path for their prosperity under the framework of this law.First, backed by a theoretical system to build a prosperous life for farmers, this law can be ensured to be implemented successfully.Second, improve the competitiveness of the whole agricultural industrial chain with the orientation of high-quality development.Third, farmers’ employment increase should be promoted by means of agricultural science and technology innovation and green production through multiple channels.Fourth, the equalization of basic public services should be realized by the integration between urban and rural areas serves as a value standard.Last, strive a balance between fairness and effectiveness and build a long-term mechanism to deal with relative poverty, thus achieving a prosperous life for rural residents eventually.
