科研监管的程序规制在医院临床论文发表中的实践与思考

摘　　要：临床论文发表是医学科研工作者的重要学术工作,其科研诚信的监管管理也是医院科研管理的重要方面,更是薄弱环节。公立医院的临床论文发表管理,在文章选题、过程实施、数据收集分析、文章撰写审核和发表时机等方面,有较多的监管空白和缺失。武汉市中心医院科研科结合学术程序规制五个要素,即有限的信息公开、重要事项听证、利益回避、案卷笔录、学术申诉,制订科研监管标准化工作流程,在学术文章的伦理审查、数据获取、学术审查、诚信承诺及资料存档等全程管理环节中落实科研监管。程序规制的实施,有助于医院切实履行科研诚信建设主体责任,并找到科研监管与学术自由平衡点,在临床论文管理工作中贯彻学术诚信精神,避免学术不端行为,该项工作的应用和实践总结可为相关医疗机构提供借鉴和参考。Clinical paper publication is an important academic work for medical researchers.The regulatory management of scientific research integrity is an important aspect of hospital scientific research management,and is also a weak link.Many regulatory gaps and deficiencies in article topic selection,process implementation,data collection and analysis,article writing review and publication timing exists in the management of clinical paper publication in public hospitals.In combination with five elements of procedural regulation in academic research,namely,limited information disclosure,hearing of important matters,interest-based disqualification,dossier notes and academic appeal,the department of scientific research of The Central Hospital of Wuhan develops standardized workflow for scientific research supervision,and implements scientific research supervision in the whole management process of ethics review of academic articles,data acquisition,academic review,integrity commitment and data archiving.The implementation of the procedural regulation helps hospitals to effectively fulfill the principle responsibility of scientific research integrity construction,and find the balance between s cientific research supervision and academic freedom.It is also conducive to implement the spirit of academic integrity in the management of clinical papers,and avoid academic misconducts.The application and practice summary of this work provides reference for related medical institutions.
