摘  要:目前现场混装炸药新技术缺乏实施细则,涉及民爆物品生产、购买、运输、爆破作业和清退具体要求不明确;相关部门对混装炸药车的使用存在交叉管理,因此混装炸药车在我国实际使用率低。通过在滁州地区使用现场混装炸药新技术进行爆破一体化服务,提出了生产企业、销售企业、爆破作业单位“3+2+3”8人作业模式,建立了在现有的法律法规框架下爆破作业单位使用现场混装炸药新技术进行爆破一体化服务的流程,明确了爆破一体化服务过程中生产、运输、销售、爆破作业各民用爆炸物品从业单位关键环节安全生产主体责任和各主管部门的监管职责。At present,there is a lack of implementation rules for the new technology of mixed explosives on site,and the specific requirements for the production,purchase,transportation,blasting operations,and removal of civilian explosives are not clear;Relevant departments have cross management on the use of mixed explosive vehicles,so the actual utilization rate of mixed explosive vehicles in China is low.Through the application of new technology of on-site mixed explosives for integrated blasting service in Chuzhou,the“3+2+3”8-person operation mode of production enterprise,sales enterprise and blasting operation unit was put forward.the process of integrating blasting service with on-site mixed explosives for blasting operation units.under the framework of existing laws and regulations was established,the main responsibilities of safety production and the supervision responsibilities of competent departments in the key links of civil explosive units in production,transportation,sales and blasting operation in the process of blasting integrated service were clarified.
