疫情防控常态化背景下如何加强中国籍国际航行船舶的监管--基于中国船级社入级船舶PSC滞留数据分析

摘　　要：海上运输是全球供应链的关键一环,是维护全球经济稳定运行的重要保障。全球暴发的新冠肺炎疫情(COVID-19)对航运业产生巨大影响。通过分析疫情影响下2021年前三季度中国船级社(CCS)入级的国际航行船舶接受港口国监督检查情况,指出巴黎备忘录检查情况堪忧。通过分析产生滞留的原因,提出了疫情防控常态化背景下加强监管的对策。The maritime transportation is a key component of the global supply chain as well as an important guarantee for maintaining the stable operation of the global economy.The global pandemic of COVID-19 has a huge impact on the shipping industry.Based on a study of the port State control inspections over ships engaged in international voyages classed by CCS in the first three quarters of 2021 under the influence of the pandemic,the paper indicates that the findings of the inspections conducted under the Paris MoU are alarming.Through analyzing the causes for detentions,the paper puts forward countermeasures on strengthening the maritime supervision under the background of COVID-19.
