摘  要:与其它研究仅从单一层面或部分视角分析的方法不同,本文从突发性传染病初始扩散阶段到疫情防控取得正面成效的整个过程中,以信息技术在疫情防控的应用情况为研究对象,从“防、控、治、管”四大层面更加全面地分析和梳理了在公共卫生危机下,政府如何利用信息技术实现疫情控制和社会秩序恢复,并提出有效实现快速预警和应急处置的“政府防控体系”,为今后公共卫生危机发生时提供更加高效、科学和合理的信息技术防控体系做参考依据,最终可得知政府监管重点是要实现“防、控、治、管”全流程闭环管理。Different from other studies making an analysis only in one aspect or from some perspectives,with the application of information technology(IT)in controlling the pandemic as a research object,this paper ana-lyzed and summarized more comprehensively how the government controlled the pandemic and restored social order based on IT in the public health crisis from the four major perspectives of“prevention,control,treatment and management”,throughout the process from initial sudden spread of the infectious illness to a positive ef-fect of pandemic prevention and control.Moreover,“a governmental prevention and control system”for the effective implementation of rapid early warning and emergency response was presented as references for pro-viding a more efficient,scientific and reasonable IT-based prevention and control system when public health crisis happens in future.In conclusion,it is important for government regulation to implement a closed loop of“prevention,control,treatment and management”in the whole process.
