摘  要:通过部分重要电力用户面对大面积停电事件自我保障能力的现状分析,指出存在着风险意识薄弱、情景构建缺位、应急职责不清、应急准备不足、应急预案缺失、应急演练不满足要求、忽视隐患排查治理、风险管控不到位等问题,并提出针对性措施,以及提升重要电力用户自我保障能力方面的建议。By analyzing the current situation of self-guarantee capabilities of several important electricity users in the face of large blackout events,the problems are pointed out such as weak risk awareness,lack of scenario construction,unclear emergency responsibilities,insufficient emergency preparation program,shortage of emergency plan,failure to meet the requirements of emergency drills,neglect of hidden danger investigation and treatment,and inadequate risk control,and the corresponding countermeasures as well as suggestions are put forwand for important electricity users to actively improve their self-guarantee capabilities in response to large blackouts.
