摘 要:网络舆情突发事件由于传播主体多样性、初期信息不充分和不确定性,各网络舆情管理部门会根据自身利益制定多个不同的应急决策方案组成多主体预警方案库。网络舆情突发初期,最高决策者(一般是突发事件指挥小组)需要从方案库里选择最佳决策方案。现有模糊多属性决策方法较少关注多部门协同的作用。为辅助决策者从组合方案中选择最好的应急方案,提出一种改进的基于协同度的模糊多属性应急决策方法。首先,提取三角模糊指标评估值和两两部门之间的协同矩阵,建立所有组合方案的模糊决策矩阵。然后采用基于协同度的模糊TOPSIS方法,根据各组合方案对理想解的相对接近度对组合方案进行优劣排序。最后,通过算例验证该改进方法的可行性。Due to diverse diffusion subjects, insufficient and uncertainty information in the internet public opinion emergency, the Network Public Opinion Management Departments tend to make several emergency plans depending on self-interest for coping with public opinion crisis. For the initial stage of the internet public opinion emergency, the highest decision-maker needs to select the best decision-making package from many contingency plans. Existing research focuses on fuzzy multi-attribute decision-making methods, and pays less attention on the effect of multi-departmental coordination. In order to assist decision makers to choose the best package, this paper proposes an improved fuzzy multi-attribute emergency decision-making method based on the degree of synergetic. First, we extract the triangular fuzzy value based on evaluation indexes and get the synergy matrix between departments. We then establish the fuzzy decision matrix composed of the evaluation value under the evaluation standard set. Then, according to the relative closeness of each package to the ideal package, the fuzzy TOPSIS method combined with synergetic degree is used to sort the combination packages. Finally, an example is used to verify the feasibility of the improved method.
