摘　　要：货物快运运到时限是体现物流服务水平的重要指标,目前铁路货物快运运到时限存在划分方式相对滞后、缺少分环节考核指标、考核标准较低及缺少对速度指标的考量等方面的问题。因此,搭建包含速度指标和运到时限兑现率2类指标的评价指标体系框架,充分考虑铁路货物快运列车等级、运输组织方式和业务形态因素,建立货物运到时限评价指标体系,细化运到时限兑现标准,提出不同指标评价管理的适用范围建议,为提升铁路货物快运运到时限服务水平提供技术支撑。Arrival time limit of railway cargo express delivery is an important index to reflect the level of logistics service.At present,there are some problems in the division of railway freight arrival time limit.Such as lagging behind the development of freight business,the standard not meeting the needs of fine management in the whole process,the standard not meeting the needs of railway development express logistics,and the lack of consideration of speed indicators.There is a significant gap with high-level social logistics services.Under the condition of fully considering the grade,transportation organization form and business form of Railway Freight Express,this paper establishes a three-level evaluation index system including speed index and delivery rate of arrival time limit.Put forward the evaluation criteria for fulfillment of arrival time limit and the application scope of different indicators in management application,so as to provide technical support for improving the service level of railway freight arrival time limit.
