油气上游领域外资准入影响分析与建议

摘　　要：2019年,石油天然气的勘探开发被列入鼓励外商投资产业项目,标志着我国油气上游领域允许外商投资进入。此举增强了我国油气上游市场活跃度,将引入更多外资投资,促进国有石油公司加大勘探开发力度。同时带来诸多挑战,诸如相关配套政策法规尚未落地,油气区块对外资的吸引力尚待提高及对外资的管理等问题。建议建立健全相关配套法律法规,加强基础地质研究,加强油气勘探开发过程监管和外资管理等举措。In 2019,the exploration and development of oil and natural gas has encouraged foreign investment in industrial projects,marking that foreign investment is allowed in the upstream field of oil and gas in China.This will increase the activity of the upstream market,introduce more foreign investment,and promote the exploration and development of state-owned oil companies.Simultaneously,it has brought many challenges,including related supporting policies and regulations that have not yet been implemented,the attractive blocks for foreign investment have yet to be improved,and the management of foreign investment etc.It is recommended to establish and improve relevant supporting laws and regulations,strengthen basic geological research,strengthen the supervision of oil and gas exploration and development process,improve foreign investment management,etc.
