浅谈炼化企业大检修HSE专业培训体系

摘　　要：炼化企业检修现场施工作业具有危险化学品与施工两大高危行业的共同特点且“短、平、快”的检修施工面临着作业任务繁重、现场人员庞杂、现场条件复杂和高危作业频繁的局面,加之石油化工行业固有的高温、高压、易燃、易爆、有毒和有害的风险,使得现场施工作业风险更大。本文基于多年现场HSE管理经验,提出融入“HSE培训矩阵”的培训方法体系,满足检修项目现场HSE管理实际需求,以期有效降低事故率。The maintenance site construction of refining and chemical enterprises has the common characteristics of two high-risk industries,namely,hazardous chemicals and construction.The"short,flat and fast"maintenance construction is faced with the situation of heavy task,complex site personnel,complex site conditions and frequent high-risk operations.In addition,the inherent high temperature,high pressure,flammable,explosive,toxic and harmful risks of petrochemical industry,make the risk of on-site construction operation greater.Based on many years of on-site HSE management experience,this paper puts forward a training method system integrating"HSE training matrix"to meet the actual needs of on-site HSE management of maintenance projects,so as to effectively reduce the accident rate.
