奥运遗产可持续发展的域外经验及其启示

摘　　要：运用文献研究法、比较研究法、逻辑分析法,以“双奥之国”的奥运遗产传承与治理经验为切入点,探讨奥运遗产的可持续发展之路,以期为北京2022年冬奥会和冬残奥会遗产的传承与可持续发展提供理论参考。通过对奥运遗产的概念界定、奥运遗产可持续发展的内涵辨析,以及对欧洲、美洲、亚洲的“双奥之国”的奥运遗产可持续发展经验的梳理,提出北京2022年冬奥会和冬残奥会遗产的创造、传承与治理建议:1)在北京冬奥会遗产创造方面,深入挖掘北京2022年冬奥会和冬残奥会遗产的价值;2)在北京冬奥会遗产传承方面,加强北京2022年冬奥会和冬残奥会遗产的重点传承;3)在北京冬奥会遗产治理方面,促进北京2022年冬奥会和冬残奥会目标遗产的实现与治理。Taking the experience of the“Olympic legacy”from the countries host both the Summer and Winter Olympics as the breakthrough point,this paper explores the sustainable development modes through the methods of literature review,comparative study and logical analysis.The main purpose is to provide the theoretical references for the sustainable development of the“Olympic legacy”of Beijing 2022 Olympic and Paralympic Winter Games.Based on defining“Olympic legacy”,analyzing its sustainable development connotation and learning the experience from countries host both the Summer and Winter Olympics in Europe,America and Asia,this paper puts forward suggestions for the methods of the creation,inheritance and governance of the“Olympic legacy”of Beijing 2022 Olympic and Paralympic Winter Games:1)In terms of creation,exploring the values deeply;2)In terms of inheritance,focusing on the inheritance of key points;3)In terms of governance,promoting the achievement and the governance of goals.
