摘　　要：1940年后,鉴于日伪频繁的"扫荡"、国民党限制中共征粮以及自然灾害的影响,落实"藏粮于民"政策成为冀鲁豫、太行抗日根据地的重要任务。然而日伪"扫荡"带给群众的恐慌、群众担心粮食被盗的顾虑以及对藏粮持有的侥幸心态、部分干部的不良工作态度和作风导致群众面对藏粮踟蹰消极,这有悖中共"藏粮于民"的初衷。因此,中共积极践行群众路线,宣传藏粮于民政策,减轻群众藏粮负担,在整风运动中纠正干部工作的不良之风,完善粮食管理制度,提高藏粮技术,藏粮困境逐渐化解。群众积极响应"藏粮于民"的现象终居主流,涌现出一批为藏粮而牺牲的英雄人物,彰显了中共领导下群众的伟大抗战精神。After 1940, in view of the frequent"mopping up"by The Japanese and The Puppet, the limitation of grain collection by the Kuomintang and the influence of natural disasters, the implementation of the policy of"stockpiling grain among the people"became an important task for the Anti-japanese base areas in Hebei, Shandong, Henan and Taihang. However, the panic of the people brought by the Japanese puppet’s"sweeping", the concern of the people about grain theft, the fluke mentality of the people and the bad working attitude and style of some cadres lead to the people’s hesitation and negativity in the face of the grain, which goes against the original intention of the COMMUNIST Party of China to"hoard grain for the people". Therefore, the CPC actively practiced the mass line, publicized the policy of grain storage for the people, alleviated the burden of grain storage for the masses, corrected the bad practices of cadres’ work during the rectification movement, improved the grain management system, improved grain storage technology, and gradually resolved the predicament of grain storage. The masses responded positively to the phenomenon of"hoarding grain for the people"and eventually became the mainstream.A number of heroes who sacrificed their lives for hoarding grain emerged, highlighting the great antijapanese spirit of the masses under the leadership of the COMMUNIST Party of China.
