摘　　要：在十八大以来的宏观调控体系中,以供给侧结构性改革为抓手的改革导向替代了以往主要以需求侧总量型调节的经济管理模式。基于此,本文阐述了价格政策在新时代宏观调控体系中的内涵、目标和作用机制,并说明了价格政策与财政政策、货币政策协调配合的方式。新时代价格政策更加坚持市场化方向,强化保障民生与稳定物价的作用,参与宏观调控体系中产业调整和资源保护统筹协调。价格政策的实施措施进一步完善和创新,主要包括网络型自然垄断环节价格坚持"准许成本+合理收益"原则、完善重要民生商品的储备调节制度以及加强价格监测预警的宏观调控作用等。在供给侧结构性改革过程中,价格政策与财政政策和货币政策相互协调,调整市场行为主体激励结构,实现预期宏观调控目标。进而,本文从市场化改革、价格改革和行政改革三方面,提出了更好发挥价格政策在新时代宏观调控中作用的建议。In the macro-control system since the 18 th National Congress of the Communist Party of China, the reform-oriented reform of supply-side structural reform has replaced the previous economic management model that mainly used demand-side aggregate regulation. Based on this, this article expounds the connotation, objectives and mechanism of price policy in the macro-control system in the new era, and explains the coordination and cooperation of price policy with fiscal policy and monetary policy. The price policy in the new era will adhere to the direction of marketization, strengthen the role of ensuring people’s livelihood and stabilizing prices, and participate in the overall coordination of industrial adjustment and resource protection in the macro-control system. The implementation measures of the price policy have been further improved and innovated, mainly including the adherence to the principle of "permitted cost + reasonable income" in the price of the network-type natural monopoly link, the improvement of the reserve adjustment system of important livelihood commodities, and the strengthening of the macro-control effect of price monitoring and early warning. In the process of supply-side structural reform, price policy, fiscal policy and monetary policy coordinated with each other, adjusted the incentive structure of market actors, and achieved the expected macro-control objectives. Furthermore, this article puts forward suggestions on how to better play the role of price policy in macro-control in the new era from three aspects: market-oriented reform,price reform and administrative reform.
