农地流转的利益分配机制及其内在矛盾

摘　　要：在农地流转中,产生了政府、承包户和农地经营者等三个利益主体,同时产生了粮食产量、农业补贴、农地流转租金和农业利润等四大利益。三大利益主体参与分配农地流转中的四大利益,政府以农业补贴和农业政策分配到粮食产量的利益,承包户以农地承包权分配到农业补贴和农地流转租金的利益,农地经营者以经营权分配到农业利润和农业补贴的利益。在分配过程中,政府、承包户和农地经营者形成了三对基本矛盾,农地流转租金和农业补贴是解决农地流转三对矛盾的关键,应明确农业补贴的归属,并将农地流转租金控制在适度的范围内。In the process of farmland transfer,there are three interest entities--the government,contractors as well as farmland operators,and four interests--grain output,agricultural subsidies,farmland transfer rents and agricultural profits.Three interest entities participate in the distribution of the four interests in the transfer of farmland.The government allocates the benefits of food production through agricultural subsidies and policies,the benefits of agricultural subsidies and farmland transfer rents distributed to the contractors by their farmland contracting right,and farmland operators allocates agricultural profits and agricultural subsidies by management right.In the process of interest distribution,the government,contractors,and farmland operators form three pairs of basic contradictions,and the rent of farmland transfer and agricultural subsidies are the key to solve the three contradictions of farmland transfer.The attribution of agricultural subsidies should be clear and the rent of farmland transfer should be controlled within a moderate range.
