中国土地城市化与人口城市化失衡之谜——基于城市便利性视角的分析

摘　　要：将城市便利性引入土地城市化与人口城市化的分析框架,以解析中国土地城市化与人口城市化失衡的形成机制,为促进两者的协调发展提供新的政策思路。研究表明:在中国城市化过程中,地方政府有动力推进土地城市化,且土地城市化对城市便利性程度的提高具有正效应,但由于户籍制度和快速上升的房价限制了农村迁移人口对城市便利性的获得,土地城市化进程中不断提高的城市便利性程度对人口城市化的总效应却为负,从而导致土地城市化与人口城市化之间的失衡。为此,需要协调提高农村迁移人口对城市便利性的获得程度,让城市便利性在土地城市化与人口城市化过程中充分发挥自身应有的市场调节作用。By putting urban amenities into the analytical framework of land urbanization and population urbanization,this paper clarifies the relationship between land urbanization,urban convenience,and population urbanization,and provides new policy ideas for promoting the coordinated development of land urbanization and population urbanization in China.Results show that local governments actively facilitate land urbanization and land urbanization has positive effects on the degree of amenities.However,due to the household registration system and rapidly rising housing prices,rural migrants’access to urban convenience is limited,the increasing degree of urban amenities in the process of land urbanization has a negative effect on population urbanization,which leads to land urbanization and population urbanization disorders.Therefore,it is necessary to coordinate and improve the acquisition degree of amenities of rural migrants in big cities so that urban amenities can fully play an important role in the process of population urbanization.
