摘　　要：工业园区作为地方经济发展的集聚区,在促进当地社会经济进步的同时,也加剧了周围生态环境的恶化,对此园区制定了不同类型的环境治理政策。文章基于政策的"有效性"理论,总结比较了国内外关于环境绩效评价的相关研究,构建了工业园区环境管理政策的有效性评价体系,并以上海市莘庄工业园为例进行了应用,剖析了园区环境问题背后的制度性原因,从政策制定和运行的全生命周期角度提出了对策建议。As a gathering area for local economic development,the industrial park not only promotes the local social and economic progress,but also aggravates the deterioration of the surrounding ecological environment.Thus,different types of environmental governance policies have been formulated.Based on the effectiveness theory of policies,this paper summarizes and compares the related researches on the environmental performance evaluation at home and abroad,constructs the effectiveness evaluation system of environmental management policies in industrial parks.The Shanghai Xinzhuang Industrial Park is selected as the research object,the institutional reasons for the environmental problems are investigated,and the countermeasures and suggestions from the whole life cycle of policy formulation and operation are proposed.
