摘　　要：大数据时代,电信网络诈骗犯罪的发案数量在各类网络犯罪中占首位,尤其是"杀猪盘"犯罪。电信网络诈骗犯罪严重威胁着国家安全和社会安定。当下电信网络诈骗犯罪的预警防控面临着犯罪技术化与警务技术人才匮乏、犯罪多元化与预警防控体系单一、犯罪复杂化与行业监管措施缺位等困境。利用大数据技术建立电信网络诈骗犯罪预警防控机制,从专业化的大数据警务人才培养、多元化预警防控的体系化建设、法律与行业规范的制度化完善三个方面入手,实现事前预警监测、事中紧急处置,重点治理以"杀猪盘"作为典型代表的网络诈骗犯罪。In the era of big data,the cases of telecommunication network fraud,especially the fraud of so-called"pig-killing plate"have outnumbered other kinds of network crimes.Despite telecommunication network fraud has become a serious threat to national security and social stability,the present early warning,prevention and control of this crime is confronted with many difficulties,including contradictions between technicalization of the crime and lack of policing technical personnel,crime diversification and unitary system of early-warning,prevention and control,crime complexity and lack of industry supervision measures.It is necessary to apply big data technology to establishing a mechanism of early warning,prevention and control for telecommunication network fraud,start with the efforts to cultivate specialized big-data policing talents,construct diversified systems regarding early warning,prevention and control,and perfect legal and industry institutions,so as to realize beforehand warning and monitoring of the crime,emergency handling in process of the crime,and give priority to fight against the typical telecommunication network fraud like"pig-killing plate".
