摘　　要：利用全国返乡创业企业调查数据,通过构建二元Logit模型,分析考察培训政策认知与创业环境的变化对返乡创业培训绩效的作用影响。研究发现,家庭特征、政策认知(政策支持认知和政策内容认知)以及创业环境等因素均会对创业者的创业培训绩效产生正向影响。具体而言:农民工对返乡创业扶持政策的认知越深入,返乡创业培训绩效就越高;良好创业环境的营造有助于提升创业政策绩效;相较而言,家庭因素对创业培训绩效的影响作用最小。进一步通过异质性分析发现,代际差异上,政策认知与创业环境对老一代及新生代返乡创业者的创业培训绩效作用均显著且均呈现正向的积极作用;创业行业选择差异上,不论创业者创业选择是否为全新行业,政策认知以及创业环境对创业者的创业培训绩效均呈现显著影响。因此,应积极推进创业培训扶持政策落实,强化扶持政策实施,营造良好创业环境,以提升返乡创业绩效。Using the national survey data of enterprises by returning-home migrant workers,this paper constructs a binary Logit model to analyze and investigate the effect of changes in training policy cognition and entrepreneurial environment on the performance of their entrepreneurial training.The study has found that factors such as family,policy understanding(cognition of policy support and policy content),and entrepreneurial environment all have a positive impact on migrant worker entrepreneurial training performance.Specifically,the more migrant workers have a deeper understanding of the entrepreneurship support policies in their hometowns,the higher the performance of entrepreneurship training;creating a good entrepreneurial environment can help improve the performance of entrepreneurship policies;in contrast,family has the least impact on the performance of migrant worker entrepreneurial training.Further heterogeneous analysis found that in terms of inter-generational differences,policy cognition and entrepreneurial environment have a significant and positive effect on the entrepreneurial training performance of the old and new generations of home-returning migrant worker entrepreneurship;policy cognition and entrepreneurial environment have a significant impact on entrepreneurs'entrepreneurial training performance whether an old or new industry is chosen.Therefore,support policies for entrepreneurship training and a good entrepreneurial environment are conducive to better performance of home-returning to entrepreneurship training.
