Training and sending talents to international organizations are of great significance for countries to participate in global governance. The German government adheres to a long-term oriented spiral concept in the development of talents in international organizations, and has formed a distinctive spiral development model of talents in international organizations, paving a sustainable career development path with internal and external connections for its citizens. The spiral model includes four major stages:talent incubation, dispatchment for practice, home feeding, promotion and connection. At each stage, there are also corresponding supporting measures and working mechanism. This model emphasizes the multi-directional flow of people and knowledge, which integrates the interests of the country, the organization and the individual better than a single linear career path.It has achieved good results for German talents’developmentin international organizations. And Germany’s representativeness in international organizations has improved significantly in both quantity and quality in recent years.
